Do large Imperial Dockyards no longer have Star Destroyers in their randomized fleet?

Its been a while since I last played but every time one of my large Imperial Dockyards is attacked I'm getting a very small randomized fleet and many times not even a Victory Class Star Destroyer. Am I missing a research option cuz I cant find anything in the patch notes.
