Fix finland, ples. https://en.wikipedia.org/wiki/History_of_Finland just make em a puppet or be in a faction with russian empire because they were an autonomouse area.
Edit: I noticed that it is a puppet, but that it wasn't

Finland is a puppet of the Russian empire in the latest version of the mod. Also, we are going to redraw the Finnish-Russian borders, as the ones in the game are not historically accurate.

well you could also change from puppet to something even closer. Russia didn't decide what leadership Finland had(Autonomy).

I don't use discord. Well they didn't have autocracy at this time, you can fix. They had a democratic socialist government. If i remember correctly
