I found how to fix the issue of recruits not appearing in the border zone, if it helps anyone

Representative does not spawn

Ishijuku, Ramp not working

One of the ramps is set into the mountain massive and the inhabitants of this place try to reach the turrets but can't because of that.

Moving the gate a little, after that the walls, let's you place the ramp and mount the wall.
