There is an area only accessible by two bridges just south of Ishijuku. One of the bridges is elevated to a point that it cannot be crossed. If there is an adventurer's guild patrol with the requested recruits on the other side, then this area is the issue.
To fix this, first, save your game. Just to be safe.
Do Shift+F12 and click on the bridge.
Lower it's Y level to a point that makes it look crossable.
Quicksave and Quickload, if it is not crossable then edit it's Y level a bit.
Eventually it should be crossable after a quickload.
