I'd nerf the following Covert Actions:
- Sabotage Production (5% instead of 15%?)
- Sabotage Extraction (5% instead of 20%?)
- Sabotage Military Planning (not sure.......................................)
- Disrupt Supply Lines (I think I single-handedly turned the tide of the Spanish Civil War with only one of these actions - heavy nerf, like minus 50% on all stats might be necessary)
My guess is, modifiers on these actions are too high, as long as you're messing with the production, extraction etc of an entire country. If the action itself only made an effect on a smaller scale (like 'covert attacking' factories or production in a certain state), high percentages would make more sense.
PS. There are balance-freaks out there and I'm not an expert by any means =)

I didn't want to restrict actions, to allow human players to do what they see fit in MP games, including using covert actions on their overlord etc... But it's subject to change depending on people's feedback
I can make it consume either Spy XP or PP. But making it consume spies is a bit unrealistic. Why would spies be disappearing from your pool as if they're dying or something.
But I see your point. I'll think about a maintenance cost. Thanks for the idea :)
People get old and die and there is always a fluctation in businesses (government agencies are no exception) :p
