Not every cosmetic is canon to the storyline. These cosmetics aren't meant for any sort of story, and are more of show and customization. Just because part of Scout's character includes a self centered but weak side, doesn't really mean there can't be a cosmetic contradicting it. These cosmetics don't change or determine the charcteristics or personality of a class, but more of the characteristics or personality of the player.

If this cosmetic gave scout more muscle tone, it would be fine. Making scout into a Gym muscle dude is not fitting. Making Scout into a Fit athetic merc is better.
