Movement Speed Cap?

Is there a way to cap movement speed on certain dinos with this mod? I have been looking everywhere for a mod that allowed you to.

Did you find out how to do this?

i run a server and want to limit the movement speed on flyers to 200 max that a player can add.

I want to do this also. Sometimes they are too fast it feels too far cheating. Any way to do this?
