Just Stops Working

When I install this mod, it works perfectly. But when I exit and then re-enter the game, its like I never installed the mod. There is no M4-78 and no restored content. I am very new to modding and only use steam mods. I have no mods that should conflict with this one. Is there anything I can do to fix this?
