guessing the skelos high priest

I have been at set city, can't get the arch priest to pop, question on that. Does the thrall auto pop up if the archpriest does spawn? Was at the pagoda and found the Derketo arch priest but no ghost lizard. I went all over the place in the volcano and notta. The places where the T4 npc's had spawn a few patches ago are not spawning anymore. Last but not least, could the server have them turned off so they never spawn? Please let me know if I am being a bone head cause I am lost.

The ghost lizard will spawn in place of the set priest and derketo priest. So if the skelos priest doesnt spawn you will have to come back again and again until he does.

He is in fact rare. So he will take some time and dedication to capture him. Some users have claimed it took them 20 hours to acquire him. I've tested it myself as admin with instant npc respawns and have experienced myself the amount of spawns needed to get him.

He does spawn though, so don't lose hope.
