Stats?
Given the weapon name, I'd say it's a fast-acting escape weapon, not a full frontal assault WMD.

+30% damage resistance while armed
+10% move speed while armed
+50% fire rate
+66% clip size
+15% weapon knockback

-75% damage penalty
-No healing while armed
-User can not attack for 5 seconds after switching weapons

Useful in a bind, to keep the badguys off of you. But probably won't be killing anything, and not useful if there is a medic around. My thoughts per class:

Soldier: Possibly useful, but a rocket jump and/or Escape Plan might be better...
Pyro: Probably the most use; pyros can sometimes dig in a bit too deep.
Heavy: If they would need to use this weapon, they're probably dead anyway.
Engineer: A bit too situational to replace your primary.

So this is what I came up with. Has its ups and downs. Do you guys have any other ideas, or improvements on this to help its uselessness?

I think it sould be a chase and kill weapon
15% more damage
15% more movement speed
no Random crits
Weakness to fire by 10%
this would be my engie shotgun

upsides:

+25% max health on wearer

downsides:

-30% damage penalty

Seems like a defensive type deal. How 'bout this:
+Mini-crits enemies who are capping your point, on the cart, or holding intel. [Full crits instead?]
+30% clip size
-22% slower fire speed.
-15% higher pellet spread.

Just one idea.

I agree with Zed, this does seem to be a more defensive gun. How about:
+15% damage increase
+10% resistance to bullets, explosives, and fire
-10% health
+mini-crits while being healed by a medic
-5% slower weapon switch while not being healed
+5% increase in resistance if being healed by the Vacinator, as to not make the Vacinator nearly useless

Eh, seems a bit too OP to me. Too much resistance, too much damage.

i would say it's more like a finish of weapon

+ 20% DMG
+ 10% higher fire rate
- you take mini critz for 3 second after every weapon switch
- 66% clip size
- 50% Secondary ammo

The name gives me an idea, it switches automatically when you run out of rockets or something, but you can still switch to it beforehand.

+ Weapon switch speed
+ Quicker reload
+ Firing speed
- Health

If you have the quicker movement speed it could pair up with the Escape Plan, just to make you run a little bit more faster. No healing while armed sounds good.

The pellets on the shotgun give me an idea:
+"20% reload speed for 2 pellets when you have the clip empty"
+"25% faster switch weapon"
+10%fire rate
-30%accuracy
-50%ammo carried

Security, so I'd say
+5% damage resistance
-2 to Clip
+10% move speed
+10% fire rate

Not to add too much stats, as it will be alot less likely to make it I bet

I agree with cap emerald in how it should be like a "get away" gun. I wold make it primaraly for the pyro since it would be like an escape plan for him/her/it. Since it seems a little op you should be able to switch to it only after your health is below 1/3.

The name suggests something similar to the equalizer and escape plan, just saying...
for defense, maybe this:

+15% knockback of user and target
+50% clip size
+10% movement speed while in use
+100% effect from ammo and health packs

-25% damage
-25 health (not 25%)
-Cannot be healed or supplied by dispensers
-Marked for death for 5 seconds after switching to this weapon
