[1.2 beta] Empire always hostile

After switching to the unstable / beta branch of the game, it seems like the empire is always hostile. This only occurs if I start a game with one of the factions from this mod. Maybe the faction defs got changed a bit between 1.1 and 1.2?

ye the empire has to be added to <permanentEnemyToEveryoneExcept></permanentEnemyToEveryoneExcept>
