I can't complete The Blue Box quest

I'm on the stage Unlock the TARDIS but it was already unlocked when I got to it. I tried locking it with cosole commands but that didn't work.

Try dematerializing.

I've already tried that. The quest marker hovers where the TARDIS is in the Shrine of the Blue Box even when the TARDIS isn't there.
