When you open skyrim in steam, then a little interface will pop up. You will have the actions; Play, Options, Data Files, tech support and exit. When you select "Data Files" you will see a tab where all your dlcs will be if you have some. There you should see the mod if you have installed the mod correctly. If you see it, just make shure it has it`s box checked so that it`s properly loaded to your Skyrim game. Just hit ok and play the game. Then you should be able to see the thing in Solitude.
