I think there are mods that do that anyways.

Maybe a mod that changes all the guards to stormcloaks?

Well based on your idea of a unified Skyrim what if you could use the same setting and maybe have a Skyrim/Thalmor war questline? Maybe you could do something different, if the player does the Stormcloak questline then afterward a questline about the Thalmor attacking Skyrim in its now weaker state and have a Skyrim/Thalmor war questline based off that.

I would like different ranks among the guards to make some hard and some weak.

Make a special guard for each hold like markarth would have some stuff related to the city.
Have a diffrent cuirass then thre vanilla version. like maybe the general tullias cuirass because it has the imperial dragon on it but in a steel color. i know this would be hard but you might be able to get permission to use some files from authors that have done such and it would make it much easier and the guard would look alot tougher and demand more respect.

Here's the thing: I actually like the base story for Skyrim. What we have here is a complex and diverse plot with incredible implications and possibilities for interesting gameplay. In my mind, the story of skyrim should have been 3-fold: Kill Alduin, resolve the rebellion, consolodate against/for the Thalmor. I always get a Game of Thrones sort of feel when I look at the backstory for Skyrim what with the elves being so manipulative and secretive. It feels more like the Stormcloak rebellion is the froth bubbling on the surface of the strange soup that Skyrim has become, and at the bottom causing the boiling is this deep and delicious web of intrigue and lies and spy-war. However, of course, all of that is glazed over at most in favor of the dry and predictable over-story that we've seen a million times before in various incarnations. The other thing is that, as the Stormcloaks, when you win the war, there are no reprecussions. The armies are still garrisoned when they should be marching to reinforce the borders and key strategic points and whatnot. Also, Helgen is never reclaimed why? It's not like anything actually dangerous took root there, just a small tribe of bandits. A mod that adds some closure to at least the aftermath of the war would be spectacular. Its one thing to point all of this spy-war stuff out while there's an open war going, and what with the dragons returning, but after all that's done with there's no excuse to not do SOMETHING about those f***in knife-eared pricks that just kinda wander around doing what they want, still, despite Ulfric having promised to drive them out and literally everyone who isn't one of them actively hates them. Sorry to spout so much, but this is something I'm really just flabbergasted hasn't been done yet to any degree.

I completely agree with you

A uninstaller mod for this one or one of these WITHOUT the exploding bolts because that pisses me off that my character is level 64 in full legendary dragonplate armor with 375 health and they can 2 shot kill me. And also when i uninstall this mod the guards are all in their underwear

I say more solgir types. Like in the Helgen intro, they have archers and mages with the empire, I want those in the rest of skyrim, but more types, and for the stormcloaks as well(Like a half naked dduel-weapon berserker.)
