A question about the .vtf

I noticed the hair has some white streaks for detailing and dark areas for shading yet it is still paintable.

How did you acomplish that and make it certifiable?

I am so close to finishing my first ever cosmetics and I can never figure out how to sort out alphas or how to make non-paintable texture over paintable base.
