Possible new bug - cannot recruit new armies

I am currently playing as Flanders in the great campaign.
My current issue is that while i do have a high enough army cap and available generals i cannot recruit any new armies.
The button to recruit the general is available, but nothing happens.

Yes i have the same problem. I think it is a problem with the T level`s...
