Is it normal to have low FPS/Stutters on campaing and main menu?

I tried this mod and have the same load order as is suggested. My game is stuttering like crazy in Main Menu and the Campain Map to the point where its really triggering.
Anyone has any Idea what could cause this.
The Base Game works fine and Total Rome 2 with Crazy mods didnt really impact my performance.

Same for me, I get a lot of stutters on the campaign map and in battle.
