Can't Recruit high and late tier of most units
For example, when I unlock the research for late tier units, I am able to retrain currently existing mounted sergeants from early to late tier, but in the army recruitment tab, I'm only able to recruit early tier mounted sergeants despite having the late tier technology unlocked.

My error is that only the left half of the tech tree is showing up and at the same time am stuck with only early units for any country's grand campaign
