I can't choose a dino

When I load the game, theres not option to choose a dino, just the vanilla human character. there's also only the normal menu, no change dino option or anything. It's at the top of the mod list, and I think the other mods are working (although they are mainly qol stuff so it's hard to tell). Any tips?
