If you're in singleplayer/non-ded. As the host/admin, enter the pause menu and there's "PAD(/Dino) Settings". Click Unlock All in the middle of the PAD settings menu. The game will freeze for like 2 or so mins and then you will have the modded dinos as well as boss creatures and alphas.

You can also use the dino's blueprint code and unlock it singularly.
