When you apply the mode and run the game, the game turns off with an error

everyone can play as dino how to turn off this ?

I have this mod on the server and I can't find the settings so that no one can play as a dinosaur, although in the file (AllowedCheaterSteamIDs.txt) there is only my steam id and I can still play as dinosaurs, how to turn it off
