Trouble With Mating Interval Multiplier

Hello! I've got an issue with how to control/edit the mating interval multiplier. Does anyone know what numbers slow it down or speed it up? I tried setting it at 9999999999999.0 and it did not decrease at all. I tried also setting it at 0.0 and got nothing. Help?
