Tie length and paintability, exposed undershirt and vest, new shirt color, new buttons and pockets on the vest, and the bottom of the shirt showing.

and im telling you why your statement is flawed. You didn't just say what it looks like you also said why the TF2 team wouldn't accept it.

It's fine to make judgement and critique something created, but to immediately dismiss it's possibly of becoming a real item is rude. You are not only stating conclusions from your own point of view, but also attempting to say why a development team of the game would have your same stance.

I can't even call what you said is a critique, it's basically just an insult to the creator with no real feedback or purpose to improve the item.
