My first thought that came in mind was "hmm, I think the America's need to be balkanized..." Then the next thing was Puerto rico, i studied it's history and it's flag, and it looks a lot like a nordic country... Odd, but this is for the Neutrality Party, What do you think about it? I made some research and here is my suggestions…

-Gascony
Switch democratic and neutral flags. Even if the democratic one is more use in Gascony, there is no separatism. This flag looks more “medieval” and would be perfect to neutral Gascony.
Old neutral flag – new democratic flag: https://upload.wikimedia.org/wikipedia/commons/thumb/a/af/Gascogne_drapeau.svg/1200px-Gascogne_drapeau.svg.png This flag is sometimes use in Gascony (unlike the old one). It looks “modern” in my opinion, and hasn't shadow like the old one.
Communist flag: https://www.noelshack.com/2018-31-2-1533051065-gascony-communist-flag.png A mix-up (made by me) looking communist. The old was kinda strange in my opinion. https://www.noelshack.com/2018-31-2-1533051065-gascony-communist-flag-2.png Another suggestion. It was made by a Gascon. Looks also cool isn’t it?

-Orleans
Neutral flag: https://upload.wikimedia.org/wikipedia/commons/thumb/6/60/Orl%C3%A9anais_flag.svg/360px-Orl%C3%A9anais_flag.svg.png Instead of the flag of Orleans with coat of arms, I suggest you the flag of “Orleanais”, the region of Orléans.

-Brittany
1. Neutral flag (again): https://en.wikipedia.org/wiki/Flag_of_Brittany#/media/File:Kroaz_Du.svg or https://en.wikipedia.org/wiki/Flag_of_Brittany#/media/File:Drapeau_de_la_province_de_Bretagne_(1532).svg . The flags of the Kingdom & the Duchy of Brittany. I prefer them to the actual one, who looks more German (German Baltic especially).

-Savoy
1, Neutral & fascist flag: The actual one looks not bad… but I made researchs and this flag seems to be nothing.. except a gift for tourists XD. So I recommend this flag, https://eu4.paradoxwikis.com/Savoy#/media/File:Savoy.png , used in EU4.

-Picardie

-Names:
Neutral Savoy: Duchy of Savoy instead of Kingdom of Savoy. The duchy of Savoy is historical (it’s the one in EU4).
Neutral Poitou: County of Poitou instead of Duchy of Poitou. Duchy of Poitou never existed.
