The chance to wear ANY hat in the game just makes this item too valuable. Perhaps there's a small pool of specific hats you can choose from, like craftable hats, or just older hats. It could be a good solution to retiring crates from the game. Other than that, maybe instead of picking from one of any hat in the game, it can pick from one of the hats in your inventory. That'd make it less of a must-have for players.

My second piece to add is the way you obtain this item. Regardless of how the hat behaves, it seems more like a tool than a definitive cosmetic item. As such, it'd be disappointing to have it be unboxed from a limited-time crate, and then not be as easily available later on. Perhaps it can be an achievement item that gives new players a chance to wear a random (not so valuable) hat without having to pay for anything. Lets F2Ps wear hats, though they have little control over how they look. A gibus in disguise, if you will. If its mechanics make it more valuable, however, perhaps it can be a secondary tool drop like name tags or unusualifiers.

TL;DR Either make it pick from a pool of less valuable hats or make it pick a hat from your inventory. If the case is the former, let it be an achievement item. If the case is the latter, let it be a rare secondary drop like tools.

PS: Secondary style that doesn't make it random because that's a lovely looking model <3

Im not sure if this is possible but how about you get a random hat that you already own everytime you spawn?

Why do people seem to think this hat would change its entire model into a different model? It's blatantly obvious that only the PICTURE showing a smaller hat on the front of the model would change.

A hat that changed its model constant wouldn't even need a default model, what would be the point.

@JackTheTickler, Melon_Juice, (TIMEBOMB)// My initial idea for this hat was to make it a tool that provides you with an opportunity of making a pool of cosmetics from your backpack that would be appearing in random order. But, then I decided that it's not random enough and eventually came up with the concept I presented.
I mean it's way more exciting to have a chance to wear a hat you don't have or the one that isn't even available to obtain anymore.
And, I think, the fact that there's so many hats in game right now and the most awesome draws would be pretty rare, balances the value of the random hat enough.
As for way of distribution, workshop artists have no influence on that, so, that's for Valve to decide, I'll be happy if my item gets in game anyway.

@Knusperfrotsch, robotsnivy// The hat is suppposed to be changing its entire model. In fact it would be difficult, maybe even impossible to make it changing the picture in front of the model.
The hat has default model for it to be seen in backpack and character's loadout screen (and workshop presentation).

Maybe you should redesign the random aspect t only be limited to the hats/unusual effects you have.
