Do I need a server to change GameUserSettings?

I was wondering do I need a server in order to change GameUserSettings or is there some way of doing this in single player?

There is a way of doing it in single player
its in ARK_INSTALL_LOCATION\ShooterGame\Saved\Config\WindowsNoEditor
