I belive that the only thing you can do is change the games.ini settings. It will still be random, but if you want it far away then you can choose the spawning distance. Size I have found. Change the percent on the chance of building a hut to 100 and then adjust the amount of villagers you want. 200 NPCs would produce 200 huts. at whatever distance you want it to be away.
