Add the ability for NPCs to tame

Players can put a Do Not Attack Sign to prevent base attacks.

Npcs spawn but wont build on Ragnarok

I've never had a problem with this mod until now. On the new Ragnarok map in ASA the NPCs seem to be spawning just fine but they refuse to build their villages. any help would be great. its a Nitrado server, and i play on PS5 if that helps.

switched to a different map and they still wont build. and they have built on this map before.
