Total NPC's by map

It's not very clear, i need to put this line

Total_NPCs=250

but how to choose for which map?

And the NPCs attack me on sight, from the first encounter after installing the mod... I haven't seen any calm, passive ones yet... I hope I can fix that with the .ini
