Seems the slightest bit over powered. I could be 10 feet away and kill a heavy within 3.5 seconds, ESPECIALLY if I got crits XD... How About:
+40% firing rate
+25% faster reload
+20 health on kill
-15% less damage
-30% reduced health recieved from health packs
-No random Crits
Maybe something like that

if you kill some one with dem crits drops small ammo kit
this is my first time doing a real stats so i hope its good
Good... but ammo kit part is pointless considering they drop their weapon and you can use that for ammo.

Maybe minicrits on target after 8 hits or these piercing bullets make target slower to heal and gets less health from medkits for 5 second?
