I cannot get other electors to cast their votes for me. I have been the highest ranked candidate for Winterhold, Whiterun, The Pale, and Old Hroldan, yet they still will not show as voting for me. Winterhold and The Pale are always showing as voting for themselves, despite having higher preference for me (Eastmarch). Whiterun and Old Hroldan alternately show their votes going for each other, despite me being rated higher.

A second issue I'm seeing is, despite not having any visible bonuses for diplomatic reputation, all the other electors somehow have a 65 bonus due to diplomatic reputation. I've been able to get up to 20 with a dip rep of 2, where are they getting all that dip rep?
