How does a war start?
I'm looking to get in on a faction war, but I don't know if they have to be started or if they are existing conflicts. As of yet, I have not found anything in the comms console or in debug.
Anybody know how the faction wars work?

I do not know of other ways of starting a war besides this way.

At some point you will get the notification that 2 factions want a person with high social skill to help mediate a peace treaty. With a high social skill, there is an option to manipulate it into going bad and starting a war between the two factions.
