Maybe something similar to the Scorch Shot/ Flare Gun, but instead of burning, some sort of tear gas debuff that disorients the players?

+On Direct Hit: Applies a debuff that covers the enemies screen with smoke (They can still see through it, although it is a bit hard.)
-50% Less damage
-No Afterburn
-25% Less max ammo
-25% Slower reload
-Smoke overlay can be removed via Charging or Friendly Airblasts
-No AOE, missed shots shatter on impact

(Couldn't think of many positives)

User is 10% slower
No burn.
No effect on Pyros

has AOE that makes a visible gas stay for 7 seconds. If an enemy goes into the gas they will barely be able to see and has 15% speed penalty for 10 seconds.
Effect can be removed by airblast.

Here's something a little less gimmicky.

15% fast reload speed
20% faster projectile speed

20% damage penalty

A bit of a crutch, but stock would be better for skilled players. It would help bad players get used to using flares, and supports combo pyro.

+If shot hit's a player on fire, the gas would cause a 100 dmg explosion in a 120% radius.
-15% dmg reduction
-Shot is as fast as a pill
-90% burn time reduction
Creates a gas cloud where it detonates
Enemies take damage when walking through the gas
50% faster firing speed
"Flares" has a fuse time similar to grenades
-100% damage penalty

Does not set enemies on fire
Player can be hurt by their own gas
Gas cloud is a dark yellowish-grey color that is hard, if not impossible to see through
Gas cloud is the same size as the Gas Passer's
Damage when in the cloud is similar to afterburn with damage per tick
On impact with a surface or player, the "flare" will roll and have a 2 second fuse time before producing gas

Gas Gun
+ creates a small gasoline cloud where it lands( cloud lasts for 2 seconds.)
+ 50% afterburn damage
- 20% heavier projectile( falls at a faster rate)

How about every time you kill someone who is on fire you gain one crit

Seeing how the Gas Passer introduced a flammable gas of similar properties to tear gas, we could use that in our favor:

Pros
+ On hit: enemies are soaked in flammable gas for 3 seconds
+ 50% increased damage (45 consistent damage per shot, no falloff)

Cons
- Doesn't automatically reload on holster
- Can't burn enemies

On direct hit: Cover enemy in gas, gas makes enemies take mini crits and blocks their vision.
+15% damage.
-50% slower firing speed.
Cannot coat multiple enemies.

the flare gun isn't stock. (i get it, its being pedantic, but you dont need to keep posting 'stock reskin' in a stats ideas discussion).

Maybe something like the Scorch Shot where it splashes Gas Passer liquid, but not as a lingering cloud but a radius like Jarate.
Dat pic... i was thinkin' dat is skin for loch-n-load. Also it can ber skin for scorch or flare gun
