I know it's a lot of stats but the general idea was to have a better Enforcer. While disguised with maximum ramp up it will deal 81 damage, while undisguised at grater ranges it'll deal a lor less damage. It's not really practical, but I'd imagine it'd be fun to use.
+ The Jester Shot : Each headshot deals mini-crit damage and slows the target down for 0.9 seconds.

Those stats encourages a hybrid gameplay between a sneaky spy and a combat one, as the bonuses can give a handicap to the opponent by slowing him down if the wielder uses the weapon properly, which is useful for getaways or to start a chain of headshots against a pesky foe, while the maluses forces the player to use his weapon wisely if he doesn't want to be caught off-guard by other enemies or get outnumbered due to his slower reload speed.
TL:DR : If you use it with a proper timing, it will be a great secondary, but spam it and you will be mince meat.
