Stats...?
You might say this is a hat or a msic item, but it could replace something like the pistol. Like with Soldier and Demoman. I was thinking:

+10% Bullet Resistance
+15% Movement Speed
+20% Jump Height
+40% Style

Oh, since you guys want penelties:

-15% Sentry Damage
-20% slower ammo/health replenishment from a dispenser
-10% Fire Vulnerability

I'd like to see what you have tp say!

The TF2 community. Filled with F2P who give hats stats and give weapos OP stats so they can actually get a kill.

I like the idea of another Weapon/Misc item, but if this replaced an actual weapon, so many hats would conflict, it'd be almost pointless having a hat slot, plus the stats you gave were so Over powered and original. If it wasn't this item and they did add some sort of weapon/misc for the Engineer, I'd like to see something that increases building health or something that replaces the teleporter with some sort of projectile destroyer. I didn't add any down sides to the building health increase because I don't use Engi enough to really know what would be a good penalty, maybe the dispencer isn't able to heal more than one player or can't heal at all but only dispence ammo. I honestly suck at Engineer because my buildings get destroyed so quickly with people on my team not having the intelligence to protect a building that's being ten times more useful and it's not even able to move.

The Increasing Building Health Idea:
[+] +50% Building Health
[-] Dispencer is not able to heal players.

Projectile destroying teleport replacers:
[+] Destroys projectiles in a small radius around the building (Will show you the radius whilst about to build, like the sentry gun but a lot smaller)
[-] Replaces Teleporters
[-] Maximum Upgrade level of 2
[-] Takes three seconds to recharge after destroying a projectile.
[desc] Just like the teleporter Entrance and Exit, you have two Projectile Destroyers.

laser-hair please
no ammo
a constant laser beam shooting out of the hair
cooldown 6 secs firing 2 secs cooldowm if fired for over 20 seconds 8 secs cooldown (cant switch to other wep during cooldown if fired for over 20 secs in a row)
small chance to selfignite
maybe 300 dmg on 20 secs? i know its little, but come on its just hair
