Just thought id drop this here for any ideas. I have one of my own which is that the NCR is able to form through the alliance to create a single nation with different modifiers dependent on those who accept/join

Seems like a good focus path to contrast the Kimball one where you conquer everyone by force. You might not convince all the California states to join you, but you can stick with the Republic's principles rather than become imperialistic like the Legion.
