How about it buffs a shield's 'stopping power'.
So either, when equipped or when deployed, shield bash deals more damage and knockback?
Either that, or make stun a bit harder to get (crits at the end of the charge, the victim is stunned, but it doesn't stun with every crit, only shield crit), and also for less time, because 3 seconds is quite a while.
