Default rules not working?

I like that the mod allows me to disallow relationships. But the default rules don't seem to be working. No matter what I change, new pawns go to personalized rules and not what I've set up as the default. Any way to fix this? I want to default to my new pawns not being able to form relationships.

I have noticed that it seems to "reset" every time you close and reopen the game. Havn't noticed if it resets if you save and load.
