There should be a sergal faction that is always enemies with you. Different races have different relations with each other. Frogs for example should have Gnoll factions as their enemies, including the sergal/gnoll faction. I think Sergals beef with tribal gnolls, but not the sergal/gnoll alliance. Lions are at war with The Empire, but for the most part leave everyone else alone, and vice versa. Pick fights with Lions if you want tough battles.
