Unintended behaviour with Vanilla Psycasts Expanded
With Vanilla Psycasts Expanded loaded, this mod by default sets VPE_EltexOre.mineableScatterCommonality to 1, which both unbalances the map generation (in VPE this ore is not supposed to spawn on map generation) and also makes steel quite rare even on a 300x300 map.
