Report a translation problem
EDIT: I fixed via continuing to restart my gmod until the download finished because it kept timing out
It's a map, it will be in your map list under the section Role-Play when starting a single-player game.
If you can't solve it by restarting, resubbing etc... then I suggest you to use the bypass (aka, downloading the map file from one of the mirrors).
Then put the rp_city17_build192.bsp into the "maps" folder in your garrysmod root.
If even that doesn't work then something must be wrong with your Garry's Mod installation.
I haven't heard this before, I think it's one of your addons that might be conflicting with the map.
(and make sure you have half life 2 enabled in garrysmod ofc)

Ye heard it before, that was on NS too.
Maybe the script blocks that type of entity.
This happens at random times when the map is loaded in singleplayer, I do not know why it happens so I put a new door in it hoping that would fix it.
The building is textured on that side, but the texture doesn't render.
This is because of the skybox that is in front of the building, for optimisation purpose when standing in the plaza, so that it doesn't have to load the whole other end of the map.
Yeah this has been known for a while, It's the 3d skybox, when I rotate the whole breen office you'll see the rest of the skybox, there's no escape but to put a crappy 2d sky texture on it, which would look gross.

That is Garry's Mod's fault, not the map.
Also, it's up to the player to use those shadows to their advantage, up to them if they want to metagame or not anyway.
