Biggest thing is what parameters change what, and what file are they in? I've found numerous files with parameters that can be changed. Some are values (e.g., starting funds), other are pulled from a matrix selection of 0,1,2,or 3 (or variation). Some explain pretty well what the numbers do, but others are pretty minimal descriptions. I also want tighten up the area the base is built in if the commander is AI. The default spreads the base over a huge area and there are several parameters that seem to pertain to base building. I want to be able to fine-tune how it plays but much of it is kind of guesswork, trial-and-error, which can take a long time to figure out.

I've not messed with UWE for a while.
There's normally a .hpp file that's like params.hpp or config_params.hpp or something along those lines.

Check the description.ext for something about params that should reference the file you want to look for and edit to get default settings.

If I get chance. I'll look into it and post back :)
