How to change victory conditions?

Hi, I'm a big fan of the UWRE and was wondering how to change the victory conditions? For example in one of the maps the victory conditions are to capture 12 out of 24 city's. So may question is how do I change the victory conditions to capture all 24?

yes, you can change victory conditions. Check parameter "RULE: Towns for Victory"
