For all asking for a "force mapvote" command, alternatively, you can download the workshop mod "ULX".

ULX contains alot of admin commands for your server, including the command to "force change server map to x" or "force mapvote" immediately. Also, ULX has a lot of other tools.

You open the ULX command console by typing in !xgui in chat. More information can be found in the workshop:
