Location/Level Req of Skillbooks?
What's the minimum level to see the skillbooks and where could I find free skillbooks if you implemented that yet?

I have noticed some have commented that they cannot find them, even at the Necromancer Merchants, even after boosting their lvl 15 lvls.

Is it a bug? Load order issue?

As far as I remember, books appear starting from Amadia's camp necro/summoning vendor. No books in Fort Joy. This info for those, who can't find them.
