is it possible to add a bigger foundation (like one that goes into the ground deeper) to accomodate placing the city on more uneven ground? or will this completely break it in terms of block limit?!

I can test this in the near future. But I fear that the build limits may not affect the spawn mechanic for the city. Will give it a try.
