I saw another mod called "Suppress Vanilla Encounters" that uses this mod so vanilla encounters should spawn.
I'm was having the issue where vanilla encounters don't spawn and I made mistake by not reading the description XD You have to re-enable random encounters and cargo ship so vanilla encounters can spawn. If they still don't spawn then there is another mod using this mod that overrides the settings and disables vanilla spawns.
