I can't for the life of me find even where I might start investigating this one. When NPC ships are spawning, some of them spawn with the ownership being Admin (and counting against their PCU)... There's no "Admin" setup in the game config (we just promote as needed). It also is not every spawn, seems to only be some of them and even then it seems to be partial grids. Like admin has ownership of 70% of the blocks on some grids.

When I remove those grids using Info menu, we get NPC ships/bases with large parts missing (the partial owned blocks)...

Any help pointing me in the right direction would be so great. :) Pulling our hair out on this one. :)
