Great place to nerf the massive naval overbuild of factions.
The schema on the far right in col7 should really be on the far left.
Column 1 = basicidealmilitarypercentragetemplate. OK as is.
Col5 = naval_ideal_military_percentage. I decreased this for all schemas.
What do you think? Are large navies contributing to the balance of the game? They certain add elements of surprise so I only nerfed it part way. But it is historically questionable.
