This table seems to be useful when you are hoping to improve diplomacy and behavior in certain areas: peace treaties, trade, marriage, military access, other agreements. Although it implies that is for AI-initiated offers, I've proven that it lowers the barrier for human-initiated offers in several trials. I am not sure what param 2 is doing. However, raising the numbers of each of the other priorities to a value under 300 leads to behavior in favor of that score. I've raised the scores in each priority for areas that I believe that diplomacy was lacking. It could go higher. Let me know your experiences with this table.
